Debra E. Klugman is senior vice president, general counsel and secretary of SBLI USA Mutual Life Insurance Company, Inc. She is responsible for managing the day to day responsibilities of the legal, agency licensing and filing departments. She performs the corporate secretarial function and ensures compliance throughout all departments of the holding company system.
Klugman joined SBLI USA in 1999 as vice president, deputy general counsel, and chief compliance officer, a position she held until she was promoted to senior vice president, deputy general counsel and chief compliance officer in 2004. She has been in the insurance industry for over twenty five years and has held positions as senior vice president and vice president and general counsel in which she was responsible for insurance regulatory advice, compliance including anti-money laundering and privacy compliance, government relations, corporate transactions, reinsurance matters, and corporate secretarial duties. She provided legal support for major corporate transactions and day to day business operations, structuring new business opportunities, securing intellectual property protection, antitrust compliance and government relations.
Currently, Klugman is a member of the American Bar Association, the Florida Bar Association, the New York State Bar Association, the Panel of Arbitrators of the American Arbitration Association, the Government Affairs Professionals, American Corporate Counsel Association, and is admitted to practice law in New York, Florida and Connecticut.
Klugman holds a bachelor of arts degree in French from Washington University, a Diplôme d'Etudes Françaises from the Université de Strasbourg, and a Juris Doctorate from Washington University School of Law.
